Quote Decision Pack · method 3.1
This is the method used by the live Quote Normalizer. It explains what the worksheet reads, what the user must confirm, how amounts are classified, and why unresolved charges remain unresolved.

The user first records the seller scenario, packaging scope, service period, quote-validity reference date, currency and VAT basis. The worksheet does not decide producer status or legal obligations. It fails closed when a supported basis is not declared.
Optional pasted text is scanned locally for possible prices and contract terms. Nothing becomes evidence merely because a pattern was detected. The user must compare each excerpt with the original quote and confirm it before the line can affect a result.
Each line is assigned to a declared component such as system participation, setup, reporting support or representation. Its status remains exact, variable, pass-through, excluded, quote-only or unresolved. Bundles are counted once. A known amount never erases an unknown scope condition.
Entered EUR amounts are converted to integer cents and summed without floating-point approximation. The worksheet does not infer VAT, multiply material rates, prorate a cutover period or estimate a missing line. Entered subtotals are reconciled against classified components and disagreements remain visible.
One-off setup costs, recurring annual charges, variable amounts and renewal terms are shown separately. A first-year known subtotal and a renewal known subtotal are not presented as an all-in cost when a selected component remains open.
The decision sheet turns unresolved classifications, subtotal mismatches, renewal uncertainty and missing validity evidence into provider questions. It does not recommend a provider or transform an incomplete record into a ranked total.
A service period ending by 11 August 2026 and a period starting from 12 August 2026 use separate profiles. For the supported foreign direct-to-private-end-user scenario without a German branch, authorised representation is required from 12 August 2026. LUCID registration remains the producer’s own free official duty. A period crossing the boundary requires separate evidence and is never prorated.
The post-cutover profile operates for catalog assessment dates before 12 November 2026 and pauses on or after that date pending another publisher primary-source review. Apply this gate in the Quote Normalizer.

Quote text and structured entries stay in the open browser tab. The application has no account, analytics, upload endpoint, cookie or application browser storage. A print view or text file is produced only after the user requests it; device and browser persistence remain outside the application boundary.
Product behavior is tested against the versioned implementation contract. Regulatory statements are limited to facts supported by the German packaging register.
